Note 1The Ottoman title of Bala was conferred on him in June 1861. He was minister plenipotentiary in London and negotiated the first Ottoman loan. He was the second ruling Prince of Samos (1852-54). Ottoman ambassador to Paris, London, Vienna and Italy.
Note 2First Christian civil servant to become a Bala (one rung below a Vizir). Polyglot: Arabic, Persian, Turkish, Greek, French, Russian and German.
Note 3Fled Moldavia with his mother and other relations in 1821 after his father’s murder, seeking refuge in Russia where he finished his studies at the University of Kiev
Note 4In 1829 Turkey restored his possessions and titles and he served the Ottoman administration as attache (ater counsellor) to Rashid Pasha, Ottoman ambassador to Paris.
Note 5In 1850 he was appointed Bey of Samos, a position which he never accepted personally, choosing rather to administer the island through the offices of a delegate, Georgios Konemenos.
